Banayos is a seasoned Mechanical Engineer with nearly 16 years of experience at the Department of Labor and Employment (DOLE), where she has excelled in ensuring workplace safety and compliance with labor standards. Her expertise spans policy formulation, occupational safety and health standards, job hazard analysis, risk identification, safety inspections, and the implementation of engineering and administrative controls. Currently serving as a Supervising Labor and Employment Officer at DOLE’s Bureau of Working Conditions since June 2018, Engr. Melanie focuses on crafting occupational safety and health laws, rules, and regulations. She previously held roles as a Senior Labor and Employment Officer in DOLE-NCR (2013–2018) and Labor and Employment Officer III in DOLE-CAR (2009–2013), where she conducted safety inspections and enforced labor standards. Her ability to prepare safety programs and deliver lectures on labor laws and safety training further underscores her leadership in the field.

Engr. Melanie holds a Bachelor of Science in Mechanical Engineering from Saint Louis University (1997), a Professional Mechanical Engineer license (2016), and a Bachelor of Laws from Cordillera Career Development College (2007). Her academic background complements her practical experience, enabling her to navigate complex regulatory and technical challenges.

A prominent figure in professional organizations, Engr. Banayos has held leadership roles in the Philippine Society of Mechanical Engineers (PSME), including National President (2022), 69th National Convention Chairwoman (2021), and various executive positions. She is also actively involved in the Philippine Technological Council – Women Engineers Network (PTC-WEN), serving as Treasurer (2022), Auditor (2023), and Alternate Representative (2024–2025). Her contributions to these organizations highlight her commitment to advancing engineering and empowering women in the profession.
