Topic: The Role of the Market Operator in Accelerating the Transition to Clean Energy

Engr. Isidro E. Cacho, Jr. holds a bachelor’s degree in Electrical Engineering, which has provided the foundation for over three decades of experience in the Philippine electric power industry. He began his career in 1991 at the National Power Corporation (NPC) under the Projects Planning and Development Department, where he honed his skills in system planning and transmission infrastructure development. He later joined the National Transmission Corporation (TransCo) as a power system planning engineer.
In 2002, Engr. Cacho transitioned to the Market Operations Group of TransCo, becoming one of the key pioneers in the development and operationalization of the Wholesale Electricity Spot Market (WESM). He played an instrumental role in formulating the Price Determination Methodology and in the design of the core functionalities of the Market Management System. Upon the formation of the Philippine Electricity Market Corporation (PEMC), he served as Chairman of the Market Operations Sub-Committee, where he led the development of market procedures and protocols—including the WESM Market Network Model—that enabled the successful commercial launch of WESM in 2006.
Following the start of commercial operations, Engr. Cacho became Manager of the Operations Planning Team under PEMC’s Trading Operations Department, overseeing 24/7 WESM operations. He also represented the Market Operator in the WESM Rules Change Committee for nine years, contributing to key reforms in the electricity market structure.
Engr. Cacho now serves as the Vice President of the Trading Operations Department at the Independent Electricity Market Operator of the Philippines (IEMOP). He leads real-time market operations, championing innovation, operational excellence, and stakeholder engagement. Under his leadership, IEMOP continues to push forward market development initiatives and energy literacy programs that support a more transparent and competitive power industry.
